Third week

Today we made final  amendments to our bill. Then we surfed the internet for facts and support of the bill. something we learned today is that all the litter you drop in the rivers and on the beach gets swept in with the tide and kills thousands of fish.

THE BILL (Thursday Feb. 12, 2009)

The Bill:

Delegates: Vaughn Simmons, Quitze Eguigure, Rehana Hirji

Title: The act to abolish littering.

Preamble: The purpose of our bill is to have congress institute funding and programs that help decrease littering.

Definitions:
Littering- the act of throwing your discards on the streets or in an open public place.
Institute – apply, set in motion or establish

Content:
Decrease the amount of littering by informing the country the affects littering has on its environment
Litter is a huge part of global warming and this bill will help enforce a cleaner environment by changing one’s habits of littering.
Community service day - which entails cleaning our streets, parks, public places by picking up litter and placing the trash in the appropriate recycling bins/trash bins.

Funding:
Through fines, our bill will be funded
Tax payers - local taxes
How much is this going to cost? According to our research, a total of $5 billion is spent on ozone depletion. Within that cost, we estimate $100 million will fund our bill.

Enforcement:
Street patrollers would watch people littering and then give them a ticket.
If caught—day of community service
Day of community once/month service where everyone picks up litter
